Dr. Evangeline Wangechi

Public Health Practitioner

Dr. Evangeline Wangechi is an innovative leader in the field of integrated mental health care. With 15 years of experience working in community health organizations, she has cultivated a profound understanding of the interconnected nature of mental health, physical health, and substance use treatment. Evangeline is a consultant and Adjunct Professor with a focus on developing training and expanding the mental health workforce in underdeveloped countries, such as Kenya.

She currently serves as vice president of clinical services and executive director for a substance abuse treatment organization in central Arizona, and is an associate professor at Grand Canyon University.

Previously, she served as the Regional Clinical Director for an organization spanning multiple counties in Central Arizona. She was also an Associate Professor at Arizona State University, teaching public management within the Young African Leaders Initiative (YALI), also known as the Mandela Washington Initiative.

Evangeline is highly skilled in public health training, program development, and evidence-based practices in mental health and addiction services. Her expertise has led to appearances on various media platforms, and she has conducted seminars for thousands of individuals, including law enforcement officers, teachers, healthcare workers, pastors, and other religious leaders in Kenya.

Rory Hays, Attorney
Board Member

Rory Hays has practiced law for over forty years presently specializing in administrative law and legislative advocacy. She has worked as a Congressional assistant and an Assistant Attorney General in Arizona. In her capacity as a lobbyist she has represented a number of healthcare and human services clients including the Arizona Nurses’ Association, the Council of Human Services Providers and the City of Phoenix for issues related to homelessness and law enforcement interface with the mentally ill.

Emily Jenkins, Attorney
Board Member

Emily L. Jenkins is a healthcare and nonprofit management consultant. Her lengthy career includes the practice of law with an emphasis on healthcare and professional practice, and the development of associations in women’s reproductive health, child welfare, behavioral health, and international health, including a USAID funded project in Central Asia. Her work spans community and public health as well as inpatient care. For twelve years she was the President and CEO of a large association of behavioral health and child welfare agencies. She is an expert in the policy and practice of behavioral health, with public policy experience at the state and national level.

Jeff Peterson, Pastor
Board Member

Jeff has 38 years experience as a pastor. He is also a Mental Health Clinician. He currently serves as the Arizona Network Superintendent for Assemblies of God.

An IT professional with over two decades of experience. Mr. Jenkins has provided consultation to multiple Fortune 500 companies, delivering solutions across a wide range of industries, including healthcare, biomed, education, and finance.

Professor, Counselor

Dr. Sharon Todd is a core faculty member at Rocky Mountain University of Health Professions, holding several certifications including LPCC (Kentucky), supervisor (Kentucky), NCC, CT/RTC, and is near completing her RPT certification. With nearly 15 years in counseling across public schools and private practice, she specializes in play therapy and trauma, focusing also on human trafficking, religious and spiritual practices, and fostering creativity in adult education. A published author, she values lifelong learning and the chance to support others academically and professionally.

Dr. Carlian Dawson is an experienced educator and Director of Education at the Arizona Center for African American Children. With over 30 years of combined education experience, she has served as a teacher, principal, university administrator, and associate professor. Dr. Dawson is a certified Master Trainer in the Neurosequential Model for Caregivers and a trained facilitator for Neurosequential Model Sport. She is also certified in several parenting programs for traumatized children and families. Dr. Dawson holds multiple degrees, including a Doctorate in Educational Leadership from Illinois State University. Alongside her dedication to education, she is happily married to Roy Dawson, and they have 7 children and 9 grandchildren.

Jennifer Brummet received her bachelor’s degree in Psychology from Arizona State University in 1999, her master’s degree in Counseling from University of Phoenix in 2004, and certificate in Non-profit Leadership in 2013. She is a Licensed Professional Counselor in the State of Arizona and an approved clinical supervisor under the Arizona Board of Behavioral Health Examiners since 2007. Her areas of expertise are children with complex health needs including those involved in child welfare, juvenile justice and with complex medical needs.

She has experience working in both public and private sectors, assisted organizations in acquiring accreditation, credentialing, and licensing, and is a subject matter expert for state-wide stakeholder engagement initiatives at the Managed Care Organization (MCO) level. Jennifer has conducted data validation, quality assurance and utilization management audits at the both the provider level and for Managed Care Organizations. Jennifer has been in the consultant role since May 2015 and has since worked with array of integrated health care, behavioral health and mental health organizations, state behavioral health authorities, MCOs, and other consulting teams. Her areas of focus in her consulting business include; state-wide Medicaid  contract implementation, project management, clinical practice and quality improvement techniques, organizational assessments, technical assistance around clinical programming and process flows, contract negotiation, policy and procedure development and implementation, program expansion, Subject Matter Expert in working with children with complex needs, alternative therapies, clinical training development and delivery, and geographical needs assessments of public sector health. Jennifer was also an adjunct faculty member at Glendale Community College, in the Behavioral Health Sciences program, teaching Ethics. She has presented at various behavioral health conferences on topics including ethics, informed consent, and clinical documentation. Jennifer is originally from Canada but has been in Arizona for the last 33 years and considers herself to be “an almost native.” She is also an avid student of yoga and is a certified children’s yoga instructor and trainer, helping other teachers understand and work with children with special needs.

Dr. Diedre Wade is a full-time faculty member for the Clinical Mental Health Counseling program at Grand Canyon University and adjunct counseling faculty for Liberty University. Her research specialties include resiliency, anxiety, and mental toughness.

She earned her undergraduate degree from Louisville Bible College, her Master’s degree from Liberty University, and her PhD from the University of the Cumberlands. She has worked in inpatient behavioral health, a residential treatment setting, Drug Court, and private practice. Dr. Wade is a full-time faculty member for the Clinical Mental Health Counseling program at Grand Canyon University and adjunct counseling faculty for Liberty University. Dr. Wade’s specialties include working with adults who struggle with body image issues, anxiety, and those who struggle to reach their health goals.
